I did not have enough provinces in any de jure empire to create it, far from it, but I managed to have enough holdings and 8000 prestige to create custom empire, and I did so. I started in 769 as a Viking and essentially I managed to historically recreate the kingdom of England - I conquered Brittany (-> got Norman culture), then southern England (-> English culture). I shall explain it on the situation I am in: I know it can be changed by changing the base title CoA, but in my case I don't want to do that as my custom empire encompasses much more than just the base title and I don't see why my empire should be represented by that kingdom's CoA.
